Conditions / Refusal Reasons
That the development would be contrary to the provisions of the adopted
South Oxfordshire Local Plan. Within the larger villages of the District
the erection of up to 9 houses will be permitted provided that, in
particular, the character of the area is not adversely affected and
there are no overriding amenity, environmental or highway objections
(Policy H4). Within Areas of Outstanding Natural Beauty the fundamental
aim will be to conserve and enhance the natural beauty of the area
(Policy C2). The District Council will seek to retain and protect the
existing public rights of way network (Policy R7). The site lies within
an area of low density development within the Chilterns Area of Outstanding
Natural Beauty served by a narrow track which is a designated bridleway.
The erection of a dwelling would result in a consolidation of development
and an increase in the use of the bridleway, which would detract from
the character, appearance and setting of the area and the amenities
enjoyed by users of the bridleway, contrary to the proper planning of the
locality.
That the development would result in an unacceptable intensification of
the use of the junction of Mill Road and the bridleway, which by virtue
of its lack of vision and poor layout is substandard, and would create a
hazard to other users of the bridleway which is too narrow to
accommodate two-way vehicular and other traffic, detrimental to the
safety and convenience of other users of the public highway, contrary
to Policies H4(iv) and G10 of the adopted South Oxfordshire Local Plan.
