Conditions / Refusal Reasons
That the development would conflict with the policies of the adopted
South Oxfordshire Local Plan. To protect the area's environment and
character, development in the rural areas will generally be restrained
(SOLP Policy G1). Within the Oxford Green Belt the District Council
will seek to resist development except that essential for the needs of
agriculture or forestry (SOLP Policy GB2). Proposals for new buildings
at Culham Laboratory will not be permitted (SOLP Policy E18) except
for redevelopment which would in particular not increase potential
employment on the site. The proposal would also not be compatible
with the principles of sustainable development contained in Department
of the Environment Planning Policy Guidance 1: General Policy and
Principles. It would also involve an inappropriate Green Belt Use;
the erection of a new building with potentially greater employment
generation than the buildings being replaced, and consequently increased
use of private transport. No very special circumstances exist to
justify new business use development in the Oxford Green Belt.
