That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That the brickwork to be used in the communal room shall be laid in a Flemish bond. Reason: To safeguard the character and appearance of the historic structure. That the building hereby permitted shall be used only as a communal room for the enjoyment of the residents of the Almshouses, Goring Heath, as specified in the applicants' letter dated 19 January 1998. Reason: To safeguard the character of the area and to protect the amenity of residents of the Almshouses. That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution.
