Conditions / Refusal Reasons
That the development would be contrary to the general, environmental/
countryside and housing policies of the approved Structure Plan for
Oxfordshire, particularly policies G1, EN1, EN4 and EN7, and the
Council's adopted South Oxfordshire Local Plan, particularly policies
G1, G5, C2, H6 and H16. The proposal involves the erection of a new
dwelling in the countryside which, unlike the original Leys Cottage and
its replacement which was granted planning permission in 1992, would be
poorly related to Cross Leys, reducing the cohesiveness of the former,
and approved, group of buildings and would intensify this area of
sporadic development in the countryside, detrimental to the character
and appearance of the locality which lies within the Chilterns Area of
Outstanding Natural Beauty. Insufficient justification accompanies the
application to justify a departure from the policies of the Local
Planning Authority.
