That, having regard to the modest and simple scale and nature of this
essentially single storey building, the proposed alterations,
particularly the dormer features on both the south-west and north-east
elevations, would be out of keeping with and detract from the character
and appearance of the building and, as such, would be contrary to the
Council's adopted South Oxfordshire Local Plan, particularly policies
G8 and E6.
That, having regard to the location of the building on the boundary of
the site with 12 St Andrews Road and to the insertion of windows on the
north-east elevation, the development would result in overlooking and
loss of privacy and residential amenity for the occupants of 12 St
Andrews Road. The insertion of a first floor window to serve office 1
on the south-west elevation would also reduce the level of privacy and
residential amenity enjoyed by the occupants of 20 Singers Lane. The
development would therefore be contrary to the Council's adopted South
Oxfordshire Local Plan particularly policy E6(vii).
