That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That, prior to the first occupation of the extension hereby permitted, a screen to the balcony shall be erected in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority before the development commences. Thereafter, the approved screen shall be permanently retained as such. Reason: To protect the amenity of neighbouring residents.
