That, having regard to its excessive size and bulk, the proposed dormer window would constitute an incongruous and inappropriate form of development on this building which would detract from the character and appearance of this modest cottage which lies within the Stoke Row Conservation Area. Therefore, the proposal would fail to preserve or enhance the character of the Stoke Row Conservation Area. As such, the proposal would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON10 and H12.
