That having regard to the excessive size of the range of buildings and
their location in open agricultural land beyond the residential curtilage
of Rummerhedge Farm and to the significant extension of the residential
curtilage the proposal would result in an intrusive from of development
which would detract from the informal rural character of this part of the
Chilterns Area of Outstanding Natural Beauty. Therefore the development
would be contrary to the provisions of the adopted South Oxfordshire Local
Plan, particularly policies G1, G5, C2,H17 and R10. The existence of
dilapidated agricultural buildings on the land is not considered to be
sufficient justification to set aside the Council's planning policies.
