That, having regard to its excessive size and bulk in relation to the
modest proportions of the original cottage, the proposed further two
storey extension would result in an inappropriate and incongruous form
of development which would detract from the character and appearance of
the existing building and be detrimental to the visual amenity of the
locality. Therefore, the development would be contrary to the
provisions of the Council's adopted South Oxfordshire Local Plan,
particularly policy H12.
