Conditions / Refusal Reasons
That the proposed erection of two houses on this site does not constitute
strict infill development, which is the filling of a small gap in an
otherwise built-up frontage. In addition, Shiplake does not constitute
a village with an adequate range of services and facilities where up to
9 dwellings will be permitted providing certain criteria can be met.
Therefore, the development would be contrary to the provisions of the
Council's adopted South Oxfordshire Local Plan, particularly policy H5.
That the proposal would constitute backland development in that the
dwellings would be located at the rear of existing residential
development with the access drive located in close proximity to Little
Cottam and Lashbrook Grange. As such, the proposal would constitute an
unneighbourly form of development by reason of noise and disturbance for
the occupants of those dwellings. Therefore, the development would be
contrary to the provisions of the Council's adopted South Oxfordshire
Local Plan, particularly policy H18.
That the development would result in the loss of a tree, on the frontage
of the site onto Mill Road, which is protected by a Tree Preservation
Order. The application also fails to demonstrate how two houses could
be satisfactorily accommodated within the site without the removal of
other trees which are also protected by a Tree Preservation Order. As
such, the development would be detrimental to the character and
appearance of the locality. Therefore, the development would be
contrary to the provisions of the Council's adopted South Oxfordshire
Local Plan, particularly policy C16.
That the proposed access onto Mill Road would be substandard, lacking
adequate visibility at its junction with Mill Road, and as such would be
detrimental to the safety and convenience of users of the highway.
Therefore, the development would be contrary to the provisions of the
Council's adopted South Oxfordshire Local Plan, particularly policy G10.
