That having regard to the inappropriate details of the proposed conversion, particularly the excessive size of the dormer windows and the domestic character of the proposed new door and windows, the conversion to form an annex would result in an inappropriate and incongruous form of development which would detract from the character and appearance of the existing building. It would also detract from the character and amenity of the Watlington Conservation Area and be derimental to the setting of adjacent listed buildings. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies CON7, CON8, CON10 and H12.
