Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of materials and finishes, including samples, for the external walls and roofs of the building. The materials and finishes used shall be in accordance with an approved schedule. Reason: To ensure that the details of the development are satisfactory. That except insofar as may be otherwise agreed in writing by the Local Planning Authority, all trees, shrubs and hedges on the land shall be retained and protected during the course of the development and for a period of five years following the completion of the development. Any trees, shrubs or plants which within that period die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To safeguard the character of the area. That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme of landscaping which shall include details of both hard and soft landscape works, indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. Reason: To protect local amenities. That all hard and soft landscape works comprised in the approved scheme of landscaping shall be carried out in the first planting and seeding seasons following the occupation of the buildings or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. Reason: To help to assimilate the development into its surroundings. That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a scheme for the disposal of surface water drainage; and the building hereby permitted shall not be occupied or used until surface water drainage works have been carried out and completed in accordance with an approved scheme Reason: In the interests of public health and to avoid pollution. That no development shall commence until there has been submitted to and approved in writing by the Local Planning Authority a detailed specification of the existing and proposed ground level in the vicinity of the building hereby permitted and the proposed floor levels of the building; and the building shall not be occupied or used until the ground and floor levels have been provided in accordance with an approved specification. Reason: To ensure that the details of the development are satisfactory and to protect local amenities. That no development shall commence until there has been submitted to and approved in writing by the Local Planning Authority a detailed specification of the ventilation system for the teaching and production kitchens and the hair salon; and the building shall not be occupied or used until the ventilation system has been provided in accordance with an approved specification. Reason: To ensure that the details of the development are satisfactory and to protect local amenities. That no development shall commence until there has been submitted to and approved in writing by the Local Planning Authority, a scheme for insulating the plant room to provide sound attenuation against internally-generated noise, including the provision of no air intakes or exhausts on the north-western and south-western elevations of the plant room; and the building shall not be occupied or used until sound insulation measures have been provided in the plant room in accordance with an approved scheme. Reason: To ensure that the details of the development are satisfactory and to protect local amenities. That the forecourt in front of the new engineering workshop and art studio on level 3 of the building hereby permitted shall be used only for the purposes of access to and from the engineering workshop and art studio, loading and unloading vehicles and for no other purposes whatsoever. Reason: To protect local amenities and to ensure that the development is not unneighbourly.
