That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That, prior to its first use, the new means of access between the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience. That, prior to the first use of the new access hereby permitted, the existing vehicular access shall be permanently and effectively closed by the erection of a wall to match in all respects the existing roadside boundary wall and the public highway footway and kerbline shall be reinstated in accordance with a scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interest of highway safety and convenience.
