That having regard to its proximity to the boundary of the site with
Dominion House and to the windows in the east elevation of Dominion
House, the terrace of houses would result in an unneighbourly, and
overbearing form of development which would detract from the
residential amenities currently enjoyed by residents of flats within
Dominion House. The development would therefore be contrary to the
provisions of the adopted South Oxfordshire Local Plan, particularly
policy H4.
