Conditions / Refusal Reasons
That the site constitutes an important area of open countryside on the
edge of the built-up area of Henley on Thames and within the Chilterns
Area of Outstanding Natural Beauty. The proposal to use this land for
open recreational purposes, and the associated works and planting, would
detract from the landscaped setting of Henley on Thames and be detrimental
to the rural character and appearance of this part of the Chilterns Area
of Outstanding Natural Beauty. Therefore, the development would be
contrary to the provisions of the approved Structure Plan for Oxfordshire,
particularly policies G1, EN1, EN4 and R3, and the Council's adopted South
Oxfordshire Local Plan, particularly policies G1, C1, C2, C6, R1 and R4.
That the proposal would generate additional vehicular traffic for which no
parking provision is proposed and, thereby, would result in vehicles being
parked on Greys Road and Gillotts Lane to the detriment of the safety and
convenience of users of the highway. Therefore, the development would be
contrary to the provisions of the Council's adopted South Oxfordshire
Local Plan, particularly policy G11. However, the provision of a vehicle
parking area on the site would be an intrusive and inappropriate form of
development that would detract from the landscaped setting of
Henley on Thames and the rural character and appearance of this part of
the Chilterns Area of Outstanding Natural Beauty.
