That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the building shall not be used until its walls have been stained black; and the walls shall thereafter be retained as such. Reason: To ensure that the details of the development are satisfactory. That samples of the materials to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That the stables shall be used only for the stabling of horses for private recreational use and shall not be used in connection with any trade or business whatsoever. Reason: A commercial stable in this area would be contrary to the Council's planning policies and could result in noise and disturbance in a quiet rural area. In addition, the paddock does not have a direct vehicular access and the use of the access adjacent to Chiltern Cottage by visitors to the site would be unneighbourly.
