That the formation of a third flat within the existing building would result in an overintensive, intrusive and unneighbourly form of development which would be detrimental to the residential amenities currently enjoyed by occupiers of nearby properties. The development would also fail to comply with the Council's vehicle parking standards which could result in increased on-street parking in St Andrews Road which would be detrimental to amenities, road safety and traffic flow. Therefore, the development would be contrary to the provisions of the Council's adopted South Oxfordshire Local Plan, particularly policies H13 and G11.
