That Highlands House is one of a number of large houses standing in
spacious, well-treed grounds, which face onto the eastern side of the
Reading Road. This frontage development along the western fringe of the
village presents an attractive approach to Lower Shiplake from the west.
The main built-up area of the village lies to the east behind this
frontage. The change in character to medium density suburban housing is
clearly seen when turning off the Reading Road and proceeding eastwards
along Station Road. The proposed development would increase the built
up appearance of this prominent corner site on the Reading Road. This
would be out of keeping with the present spacious appearance of the
properties facing onto the east side of the Reading Road. It would also
detract from the largely open character of the existing property which
contributes to the attractive appearance of this western approach to the
village and which lies within an Area of Great Landscape Value.
Therefore, the development would be contrary to the provisions of the
Council's adopted South Oxfordshire Local Plan, particularly policy H5.
That the creation of a vehicular access onto Station Road, which is
relatively narrow, has a footway on the north side only and is located
near to a busy and complex double road junction, would be detrimental to
the safety and convenience of users of the highway, particularly
pedestrians. Therefore the proposal would be contrary to the provisions
of the Council's adopted South Oxfordshire Local Plan, particularly policy
G10.
