That the retention and use of the dwellings without compliance with the occupancy conditions would be contrary to the provisions of the approved Structure Plan for Oxfordshire, particularly policies G1, EN1, EN4 and EN7, and the Council's adopted South Oxfordshire Local Plan, particularly policies G1, G5, H6, H15 and C2. These Plans seek to restrict isolated residential development in the attractive open countryside within the Chilterns Area of Outstanding Natural Beauty to that for which there is a special need, such as an agricultural worker's dwelling or essential staff accommodation for a Class C2 use. No justification has been provided to indicate that the dwellings are no longer required to serve the agricultural needs of the holding or the essential staffing needs of the Class C2 use and, therefore, to warrant a departure from the planning policies of the Local Planning Authority.
