That the proposal would be contrary to policy C11 of the South Oxfordshire
Local Plan.  Having regard to the significant amount of rebuilding,
alteration and extension that is required to convert the building into
residential use the proposal would unacceptably damage its historic
fabric and simple character.  Furthermore no evidence has been put
forward to show that other uses for the building have been explored.
