Conditions / Refusal Reasons
That the development hereby permitted shall be begun before the expiration of five years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the development shall be carried out strictly in accordance with the description of the development, plans and specifications contained in the application, subject to the amendments referred to above, and subject to the conditions hereby imposed. Reason: To secure the proper planning of the locality. That the external walls and roof of the building be constructed and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the Local Planning Authority before the development commences. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hardstandings, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings. That the landscaping scheme referred to in Condition 4 hereof shall include the planting of a hedge of a species to be first agreed in writing with the Local Planning Authority along the southern boundary of the land and such hedge shall be tended as to grow to, and remain at a height of not less than 1.8 metres, and that any plant which may die or be seriously damaged or destroyed within three years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings and to protect local amenities. That the building shall be used only for the purpose specified in the application and for no other purpose whatsoever. Reason: To protect local amenities. That the open areas outside the building shall be used for the parking of vehicles, access, manoeuvring, loading and unloading purposes only. No storage, industrial or other business use shall take place other than inside the building. Reason: To protect local amenities. That except insofar as it may be necessary to use the cutting room hereby permitted for halving carcasses, no butchery or other industrial process shall be carried out at the site. Reason: To accord with the policy of the Local Planning Authority and to protect local amenities. That no animals shall be slaughtered on site except those bred, raised at Redways Farm. Reason: To secure the proper planning of the locality and to protect local amenities. That no carcasses or other meat products shall be stored on site except those produced as a result of animals bred, raised and licenced at Redways Farm. Reason: To secure the proper planning of the locality and to protect local amenities. That prior to the occupation and use of the building extension hereby permitted, the mobile office structure and the two rows of pig sties and the materials therefrom shown edged green on the attached plan reference P97/N0655/A shall be removed from the site and the site left in a tidy condition. Reason: To ensure that the details of the development are satisfactory. That a detailed scheme of all surface water drainage works shall be submitted to and approved by the Local Planning Authority in writing before any development commences. The scheme shall make provision for surface water from roads and vehicle parking areas to be discharged via deep seal trapped gullies. Reason: In the interests of public health and to avoid pollution. That no loading/unloading or vehicle washing shall take place on the premises except between the hours of 8.00 am and 6.00 pm on Mondays to Fridays (excluding Bank Holidays) and 8.00 am and 1.00 pm on Saturdays. Reason: To ensure that the development is not unneighbourly. That the building and mobile abbatoir hereby permitted shall not be used until the means of access between the land and the highway has been altered, laid out and constructed strictly in accordance with the deposited plan reference Amendment No.2 accompanying Agent's letter dated 25 March 1998 and all ancillary works therein specified shall be undertaken strictly in accordance with the deposited plan. Reason: In the interest of highway safety and convenience. That the mobile abbatoir shall not be used or operated on the premises except between the hours of 8.00am and 6.00pm on Mondays to Fridays (excluding Bank Holidays) and 8.00am and 1.00pm on Saturdays. Reason: To ensure that the development is not unneighbourly. That insofar as this permission allows the use of the site for the operation of a mobile abbatoir the permission shall enure for a period of 12 months from the date of first use and operation and thereafter the use shall cease unless a further planning permission shall first have been granted by the Local Planning Authority. Reason: In order that the effect of the development upon the amenities of the neighbouring area can be assessed during this period, and that any future application can be decided on this assessment. That the use and operation of the mobile abbatoir shall be strictly in accordance with the provisions of the licence granted under the Fresh Meat (Hygiene Inspection) Regulations 1995. Reason: To ensure that the details of the development are satisfactory.
