The proposal is contrary to the Oxfordshire Minerals and Waste Local
Plan policy SD5 in that it is not within a recognised area for clay
extraction. The original consent for this development was granted
as an exceptional departure from this policy because of the
requirement to extract and export clay during the construction of an
approved irrigation lake.
A lake the size proposed is no longer required for golf course
irrigation in the absence of a permission for a further 9 holes of
golf, and as such, there are no longer any exceptional circumstances
to warrant a departure from Minerals and Waste Local Plan policy.
