That the proposal would be contrary to policies C1 and C3 of the adopted South Oxfordshire Local Plan. It is considered that the creation of an ornamental lake together with the formation of landscaped mounds up to 1.25 metres in height would detract from the natural, unspoilt and rural character of the landscape which lies within the Oxford Green Belt and an Area of Great Landscape Value.
