Conditions / Refusal Reasons
That the proposal would be contrary to policy EN5 of the Oxfordshire
Structure Plan, policy G4 of the Oxfordshire Structure Plan (Deposit
Draft), policy GB2 of the South Oxfordshire Local Plan and Government
guidance in PPG2 - Green Belts. The site lies within the Oxford Green
Belt wherein there is a strong presumption against new buildings other
than those essentially required for the purposes of agriculture,
forestry, recreation, cemeteries and limited residential infilling
within existing villages. The site lies in an isolated location and
the erection of a dwelling would detract from the open nature and rural
character of the Oxford Green Belt.
That the proposal would be contrary to the general, countryside and
housing policies of the Oxfordshire Structure Plan (policies G1, EN1,
EN4 and EN7), the Oxfordshire Structure Plan (deposit draft) (policies
G1, G2, G5, EN1 and EN2) and the South Oxfordshire Local Plan (policies
G1, G5, C3 and H6). The erection of a dwelling would constitute an
intrusive form of development in an isolated location which would
detract from the rural and visual amenities of the locality which lies
within an Area of Great Landscape Value.
That the proposal would be contrary to policy H14 of the South
Oxfordshire Local Plan and Government advice contained in Annexe 1 of
PPG7 - The Countryside - Environmental Quality and Economic and Social
Development. It is considered that the proposal fails to demonstrate
an overriding existing agricultural justification sufficient to warrant
the erection of a permanent residential dwelling.
