That approval of the details of the design and external appearance of the building, and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced. Reason: As the application is in outline only and not accompanied by detailed plans. That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway (Brookside) shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interest of highway safety and convenience. That no development shall take place until provision for the parking of two cars has been laid out within the curtilage of 19 Brookside, to be so retained and maintained. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That prior to the commencement of any other development to which this permission relates, the parking and turning areas to serve the existing dwelling at 42 Aylesbury Road, and the proposed dwelling, shall be laid out in accordance with the submitted plan, and shall be so retained. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That prior to the demolition of the existing garage at 19 Brookside, a scheme shall be submitted showing additional fencing along this section of the northern boundary. The additional fencing shall be erected, as approved, prior to the commencement of any other development to which this permission relates, and shall be so retained and maintained. Reason: To prevent vehicle access onto adjacent driveway.
