Conditions / Refusal Reasons
That the development would be contrary to policy EN5 of the Oxfordshire
Structure Plan, policy G4 of the Oxfordshire Structure Plan (deposit
draft), policy GB2 of the adopted South Oxfordshire Local Plan and
Government advice in PPG2 - Green Belts. The site lies within the
Oxford Green Belt wherein there is a general presumption against new
development apart from that which is essential for the needs of
agriculture, forestry and recreation. The proposal would result in the
erection of an additional dwelling which would be detrimental to the
rural, open character and visual amenity of the Green Belt.
That the development would be contrary to the environmental, countryside
and housing policies of the Oxfordshire Structure Plan (G1, EN1, EN4
and H1), the Oxfordshire Structure Plan (deposit draft) (policies G1, G2,
EN1 and H1) and the adopted South Oxfordshire Local Plan (G1, G8, C3, H4
and H5). The site does not constitute a strict infill plot and the
proposal to erect a further dwelling would consolidate the existing
scatter of development along the south side of the road, detracting
from the semi rural character of the locality which lies within an Area
of Great Landscape Value.
That the development, if permitted, would create an unacceptable access
lacking adequate visibility.
That, having regard to the limited size and awkward shape of the site,
the proposal would result in a cramped form of development that would
be out of keeping with the character of the area.
