That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. No development shall commence on site until the applicant has been responsible for organising an archaeological watching brief, to be maintained during the period of construction/groundworks affecting below ground archaeological deposits and the historic fabric of the building. The watching brief shall be carried out in accordance with a written specification and by a professional archaeological organisation that has first been agreed in writing by the Local Planning Authority. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site and the identification and recording of features of historic and/or archaeological interest associated with the fabric of the building.
