The development is contrary to policies GB1 and H4 set out in the Central Oxfordshire Local Plan and policies GB2 and H5 in the South Oxfordshire Local Plan (as proposed to be modified). The proposal would be tantamount to the creation of a new dwelling on a site which lies beyond the built-up part of the village and within the Oxford Green Belt where there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry or some other purpose appropriate to the Green Belt. The proposal does not fall into any of these categories and there is insufficient justification to warrant any departure from the planning policies of the Local Planning Authority. The development is contrary to policy H11 set out in the Central Oxfordshire Local Plan and policy H18 set out in the South Oxfordshire Local Plan (as proposed to be modified). The proposal is located in a backland position without a proper road frontage onto Gidley Way which will result in increased disturbance from traffic generated by the new dwelling and would be detrimental to the privacy and amenity of the adjacent occupiers.
