That having regard to the form of the proposed steps and the proposed
materials and utilitarian design of the balustrade, the proposal
represents an inappropriate and unsympathetic form of development which
would be detrimental to the character and setting of the Grade I listed
building and the character and appearance of the Ewelme Conservation Area.
As such, the proposal would be contrary to policies CON1, CON2, CON4, CON7
and CON9 of the adopted Rural Areas Local Plan and policies CON6, CON7,
CON8 AND CON10 of the approved South Oxfordshire Local Plan.
