Conditions / Refusal Reasons
That the development would be contrary to the provisions of the adopted
Central Oxfordshire Local Plan (1992) and the approved South Oxfordshire
Local Plan (1993). The fundamental aim of the Council is to protect the
attractive character, landscape and countryside of the District by
generally restraining development (Policies G1). New business
development in the Oxford Green Belt and the countryside will only be
permitted where it involves the conversion of appropriate buildings
which are suitable for the proposed use without major rebuilding and
there are no overriding highway objections (COLP Policy CON15;
SOLP Policy C11). The proposal involves the substantial rebuilding of
a barn which is in a poor state of repair in the attractive open
countryside surrounding Toot Baldon and a material increase in the
use of a substandard access which lacks adequate vision. As such the
proposals would constitute inappropriate development in the Green Belt
and would be detrimental to highway safety. No very special
circumstances exist in this case to justify setting aside these
objections.
