The proposal would be contrary to the provisions of the adopted Oxfordshire Structure Plan, the adopted Central Oxfordshire Local Plan and the approved South Oxfordshire Local Plan which state that in the Green Belt the re-use of existing buildings will be permitted only if the proposed use and any associated use has no materially greater impact than the former use on the openness of the Green Belt and the purposes of including land within it (Policy C10, SOLP). Care will also be taken to ensure that the visual amenities of the Green Belt are not injured by development within it (Policy EN5 Structure Plan). In this case, whilst the site has been used as a petrol filling station the proposal involves the provision of an open vehicle display area on the forecourt in an area where the long term storage of vehicles has been restricted in the past. As such the open storage of vehicles would detract from the openness of this part of the Green Belt and the visual amenities of the area by extending the limits of open vehicle storage on the site and this is not an appropriate use in the Green Belt. The Local Planning Authority are not satisfied that any very special circumstances exist to justify setting aside the policies and objectives.
