The change of use is contrary to the provisions of the adopted Rural Areas Local Plan and approved South Oxfordshire Local Plan, which seek to protect the area's attractive character and landscape from development that is not compatible with a rural location (see RALP policies G1, G3 and C1 and SOLP policies G1, G5, C1 and C6). Whilst proposals to diversify the rural economy may be permitted in certain circumstances (see RALP policy C6 and SOLP policy C9) as the site lies within the Chilterns Area of Outstanding Natural Beauty, primary consideration should be given to the visual impact of the development upon the character and appearance of the area (see RALP policy C7 and SOLP policy C2). In this instance, the use has resulted in an incongruous and inappropriate form of development which is visually intrusive and which detracts from the amenity of the area.
