Conditions / Refusal Reasons
That the proposed development would be contrary to the housing policies
of the adopted Rural Areas Local Plan and the approved South Oxfordshire
Local Plan which provide that except on allocated sites residential
development will normally be limited to strict infilling within
villages (Policies H4 RALP and H4 and H5 SOLP) and that backland
development without proper road frontage to a made up road will not
normally be permitted because of problems of privacy and access
associated with such developments will not normally be permitted
(Policies H7 and RALP and H18 SOLP). Having regard to its location
and existing narrow single lane access serving both Staddlestones and
the application site the proposal would not constitute infilling and
would be backland development which would detract from the privacy
and residential amenity of occupiers of neighbouring properties and
would create difficulty and inconvenience for collection and delivery
services.
That the proposed development would be contrary to the housing policies
of the adopted Rural Areas Local Plan and the approved South Oxfordshire
Local Plan which provide that new development will only be permitted
if there are no highway objections (Policies H4 RALP and H4 SOLP).
The development would result in an unacceptable intensification of
use of a substandard access lacking adequate vision and of poor
layout to the detriment of highway safety and convenience.
