That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That notwithstanding the provisions of Article 3 of, and Class A of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no extension or alteration to the external appearance (including additional windows) or any free standing building shall be undertaken or erected unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the development is not unneighbourly and to protect local amenities. That the dwelling hereby permitted shall not be sold or otherwise disposed of separately from the existing shop and flat, 12 High Street, Wallingford, unless a separate rear access to the shop and flat from the existing parking area shall have been formed in accordance with a detailed scheme (including the provision of a parking space allocated specifically for the shop) which shall have first been submitted to and approved in writing by the Local Planning Authority. The scheme shall be generally in accordance with the plan which accompanied the applicant's letter dated 9 January 1997, such access to thereafter be kept permanently available for occupiers of the flat and shop. Reason: To secure the proper planning of the locality. That at all times the existing pedestrian access from High Street shall be kept available for occupants of the new dwelling. Reason: To secure the proper planning of the locality. That prior to the first occupation of the dwelling hereby permitted, the windows at first floor level on the north elevation shall be fixed and obscure glazed to an internal height of 1.65m as specified in the application and shall thereafter be retained as such. Reason: To ensure the development is not unneighbourly.
