Conditions / Refusal Reasons
That the proposal would be contrary to the provisions of the adopted Rural Areas Local Plan and the approved South Oxfordshire Local Plan which seek to resist development on the edge of settlements where it would extend the built up area (RALP Policy G3; SOLP Policy G5). In Areas of Outstanding Natural Beauty the Council seek to conserve and enhance the natural beauty and will resist potentially harmful developments (RALP Policy C7; SOLP Policy C2). When considering applications connected with the keeping of horses, the Council seek to ensure that no development is undertaken which would be visually intrusive or have other planning difficulties (RALP Policy R9; SOLP Policy R10). The site lies in attractive open countryside beyond the well defined confines of existing built development at Crowmarsh within the Chilterns Area of Outstanding Natural Beauty. Having regard to the extent of buildings and other works required to effect the change of use, the development would result in inappropriate changes to the rural landscape and lead to an increasing urbanisation of the fringe of Crowmarsh, detrimental to the visual amenity of the locality. In addition, having regard to the nature of the development proposed, pressure for further changes and more intensive use of the site could prove difficult to resist should the uses commence. This could result in further unacceptable changes in the landscape, and in increased traffic, noise and general disturbace, which would detract from the amenities enjoyed by local residents.
