Conditions / Refusal Reasons
That the proposal would be contrary to the provisions of the Oxfordshire
Structure Plan (1992), the adopted Central Oxfordshire Local Plan (1992)
and the approved South Oxfordshire Local Plan (1993).  To protect the
area's attractive character, landscape and built environment development
will generally be restrained (SP Policy G1; COLP Policy G1; SOLP Policy
G1). The site lies within the Oxford Green Belt, the purposes of which
include the prevention of ribbon development and urban sprawl and
coalescence of settlements.  Within the Green Belt there will be a general
presumption against new development apart from that which is essential for
the needs of agriculture, forestry and recreation (SP Policy EN5; COLP
Policy GB1).  Care will be taken to ensure that the visual amenities of the
Green Belt are not injured (SP Policy EN5) and that any new development
should be designed and sited in such a way that its impact on the open
nature, rural character and visual amenity of the Green Belt is minimised
(COLP Policy GB2; SOLP Policy GB3). In Areas of Great Landscape Value the
District Council will seek to conserve and enhance the quality of the
landscape and to protect it from development which is likely to have an
adverse effect on its character and appearance (SP Policies EN1 and EN4;
COLP Policy C5; SOLP Policy C3). The Council will ensure that, where there
is a need for an agricultural building which cannot be met elsewhere, the
design and materials are in keeping with the locality and that the building
would not be prominently sited in the landscape (COLP Policy C3; SOLP
Policy C8).  The proposal is for an intensive, prominent and unattractive
form of development of a small parcel of agricultural land which
represents part of an important open gap between the settlements of
Burcot and Clifton Hampden.  It would detract from the open character and
visual amenities of the Oxford Green Belt and an Area of Great Landscape
Value and would erode the gap between Burcot and Clifton Hampden.  No
evidence has been submitted to demonstrate that the land is incapable of a
beneficial agricultural use without such development.
That the proposal would give rise to nuisance to the occupiers of
neighbouring residential properties from smells, dust and flies contrary
to the provisions of Policy G5 of the Central Oxfordshire Local Plan and
Policy G7 of the South Oxfordshire Local Plan.
