That, having regard to its size and proximity to the rear of the adjacent property at 27 Brook Street, the proposed building would be an overbearing form of development detrimental to the amenities enjoyed by the occupiers of 27 Brook Street contrary to Policy G5 of the adopted Rural Areas Local Plan (1992). That by reason of the size of the building, of the external door and window designs and of the proposed surfacing of the site, the development would detract from the character and appearance of the Benson Conservation Area and the setting of the adjacent Listed Buildings at 27 and 29 Brook Street contrary to policies CON2, CON4 and CON7 of the adopted Rural Areas Local Plan (1992) and policies CON7, CON8 and CON10 of the approved South Oxfordshire Local Plan (1993).
