That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the materials to be used for the external walls shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory. That samples of the materials to be used for the roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience. That the existing vehicular access shall be closed prior to the first use of the new access, by the planting of a hedge, in accordance with a scheme to be agreed in writing with the Local Planning Authority and the highway verge shall be reinstated. Reason: In the interests of highway safety and convenience.
