Conditions / Refusal Reasons
That the proposed development would be contrary to the provisions of the
adopted Wallingford Local Plan and the approved South Oxfordshire
Local Plan, which seek to protect and enhance the character and
appearance of the area's listed buildings and conservation areas
(WLP CON6, SOLP CON8). Any alterations to a listed building
should respect the established architectural character of that
building (WLP CON5, SOLP CON6). The retention of existing important
walls which contribute to the character of a Conservation Area is
required (WLP CON11, SOLP CON10), and any proposals which would
adversely affect the setting of a listed building will normally
be refused (SOLP CON7). In this case, the site comprises a
Grade II* listed building and Grade II listed boundary wall located
within the Wallingford Conservation Area. The flue is located
in a prominent position to the detriment of the character and
appearance of the listed building. Furthermore, the proposed
widening of the opening in the boundary wall would prejudice the
integrity of the listed wall, which makes a valuable contribution
to the Wallingford Conservation Area. It would result in an
unacceptable form of development, and would be detrimental to the
setting of the Grade II* listed building and to the character
and appearance of the Wallingford Conservation Area.
That the development would result in the creation of a vehicular access
lacking adequate vision for vehicles leaving the site and resulting
in limited pedestrian awareness, detrimental to the safety and
convenience of all users of the highway contrary to Policy G10 of
the approved South Oxfordshire Local Plan.
