Construction of 285 No 1, 2, 3 & 4-bed terraced, semi-detached and detached houses. New access from Avon Way. (As amended by plans accompanying letter from applicant dated 28 June 1996 and amplified by plans accompanying letter from applicant dated 8th August 1996).(As amended by applicants letter and plans dated 19 November 1997).
Conditions / Refusal Reasons
That samples of the materials to be used for the external walls and roofs
shall be submitted to and approved in writing by the Local Planning
Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory.
That a scheme for the landscaping of the site, including the planting of
live trees and shrubs, the treatment of the access road and hardstandings,
and the provision of boundary fencing and screen walling shall be
submitted to and approved in writing by the Local Planning Authority
prior to the commencement of the development hereby permitted. The
scheme shall be implemented as approved within 12 months of the
commencement of the approved development and thereafter be maintained in
accordance with the approved scheme to the complete satisfaction of the
Local Planning Authority. In the event of any of the trees or shrubs so
planted dying or being seriously damaged or destroyed within 3 years of
the completion of the development, a new tree or shrub or equivalent
number of trees or shrubs, as the case may be, of a species first
approved by the Local Planning Authority, be planted and properly
maintained in a position or positions first approved by the Local
Planning Authority.
Reason: To help to assimilate the development into its surroundings.
That surface water shall not be disposed of other than in accordance
with a detailed surface water drainage scheme which shall first have
been submitted to and approved in writing by the Local Planning
Authority.
Reason: In the interests of public health.
That except insofar as may be otherwise agreed in writing by the Local
Planning Authority, all trees, shrubs and hedges on the land shall be
retained and protected during the course of the development and for a
period of five years following the completion of the development. Any
trees, shrubs or plants which within that period die, are removed or
become seriously damaged or diseased, shall be replaced in the next
planting season with others of a similar size and species, unless the
Local Planning Authority gives written consent to any variation.
Reason: To safeguard the character of the area.
That prior to the occupation of any dwelling, the cycleway from Parcel 35
across the northern end of Ladygrove Park shall be constructed and
joined to the existing cycleway network.
Reason: To ensure satisfactory comprehensive development.
That within 6 months of the completion of 90% of the dwellings on
each parcel, the final road surface of the road serving that parcel,
together with all the cycleway connections for that parcel shall
have been provided.
Reason: To ensure satisfactory comprehensive development.
That prior to the commencement of any other development to which this
permission relates, the means of access between the land and the highway
shall be formed, laid out, constructed and made available for use in all
respects to the satisfaction of the Local Planning Authority.
Reason: In the interests of highway safety and convenience.
That no dwelling shall be occupied until the whole of the roads and
footpaths serving such dwelling, shown on the layout plan accompanying
the application, and all surface water drainage works, have been laid
out and constructed in accordance with the Oxfordshire County Council
Design Guide for Residential Roads and the specification for the
construction of works of housing development.
Reason: In the interests of highway safety and convenience.
That the parking provision shall be as shown on the deposited drawing,
reference 087/3B all constructed, surfaced and laid out, retained
and maintained to the satisfaction of the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
That the garage accommodation shall be retained as such and shall not be
adapted for living purposes unless planning permission has first been
granted by the Local Planning Authority on a formal application in
respect thereof.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
That the footpath/cycleway links shown on drawing O87/3B shall be provided
prior to the final surfacing of the roads.
Reason: To ensure satisfactory comprehensive development.
