That the proposals would be contrary to the provisions of the adopted Rural Areas Local Plan and the approved South Oxfordshire Local Plan policies which seek to protect the area's attractive character, landscape and built environment (RALP G1, SOLP G1). The District Council seeks to ensure that all new development is of a high standard of design and layout, particularly in Areas of Outstanding Natural Beauty; that the scale, density, layout and design of the development are acceptable and in keeping with the site and its surroundings (RALP G5, C7; SOLP G8, C2). In this case, the site lies within the Chilterns Area of Outstanding Natural Beauty. Having regard to its layout arrangements, bulky massing and design, the proposed development would result in a cramped and overintensive appearance to the site frontage, out of scale with adjacent properties, and would be detrimental to the visual amenity of the locality and the overall character of the Area of Outstanding Natural Beauty.
