Conditions / Refusal Reasons
That the proposal would be contrary to the policies of the Structure Plan for Oxfordshire, the adopted Central Oxfordshire Local Plan and the approved South Oxfordshire Local Plan which seek to restrain the overall level of development (Policies G1) particularly within the Oxford Green Belt where development will generally only be permitted for agriculture, forestry and recreation and care will be taken to ensure that the visual amenities of the Green Belt are not injured (SP Policy EN5, COLP Policies GB1, GB2, GB4, SOLP Policies GB1, GB2, GB3 and GB5). The proposal would introduce an intensity of commercial/ institutional use and new external works adjacent to the River Thames which would be detrimental to the rural character of the Green Belt and the visual amenity of this riverside site (SP Policies E5 and R7, COLP Policies C6 and C7, SOLP Policies C4 and C5). That the proposed development would be contrary to the policies of the Structure Plan for Oxfordshire the adopted Central Oxfordshire Local Plan and the approved South Oxfordshire Local Plan which seek to ensure that development proposals do not prejudice car parking standards and the safety of users of the public highway (SP Policy E5, COLP Policy G7 and SOLP G10). The development proposals would not provide adequate land within the curtilage of the site for car parking and manoeuvring of goods and service vehicles. In addition people attending courses would be at risk; if parked in the adjacent public car park; whilst walking to and from the site. The use would intensify traffic generation at the access which lacks adequate visibility to the detriment of safety and convenience of users of the public highway.
