Conditions / Refusal Reasons
That the development would conflict with the policies of the adopted
Central Oxfordshire Local Plan and the approved South Oxfordshire Local
Local Plan. To protect the area's environment and character,
development in the rural areas will generally be restrained (COLP Policy
G1 and SOLP Policy G1). Within the Oxford Green Belt the District
Council will seek to resist development except that essential for
the needs of agriculture or forestry (COLP Policy GB1, SOLP Policy GB2).
In particular proposals for new buildings at Culham Laboratory will not
normally be permitted (SOLP Policy E18) except for redevelopment which
would not increase the floorspace or area covered by buildings or increase
potential employment on the site. The proposal would involve inappropriate
redevelopment resulting in the erection of new buildings in an open area
of the site and an increase in floorspace and the area covered by buildings
and potentially greater levels of employment. No very special
circumstances exist to justify new business use development in the Oxford
Green Belt or buildings which would detract from the open character of
the Green Belt.
