Conditions / Refusal Reasons
That the development would conflict with the policies of the Structure Plan for Oxfordshire, the adopted Central Oxfordshire Local Plan and the approved South Oxfordshire Local Plan. To protect the area's environment and character, development in the rural area will generally be restrained (Structure Plan, Central Oxfordshire Local Plan and South Oxfordshire Local Plan, Policy G1) and in the open countryside will not normally be allowed (SP Policy EN7, COLP Policy G3, SOLP Policy G5). The environment will be protected by resisting potentially harmful developments and where appropriate it will be improved (SP Policy EN1). Within the Oxford Green Belt the District Council will seek to resist development except that essential for the needs of agriculture or forestry (SP Policy EN5, COLP Policy GB1, SOLP Policy GB2) and within Areas of Great Landscape Value the District Council will seek to conserve and enhance the quality of the landscape and to protect it from development which is likely to have an adverse effect on its character and appearance (COLP Policy C5, SOLP Policy C3). The proposal would perpetuate and intensify an inappropriate commercial use in the countryside and would involve the erection of a prominent new building which together with ancillary works of access, service area and car park, would be detrimental to the rural character and landscape of the area which lies within the Oxford Green Belt and an Area of Great Landscape Value. Notwithstanding the planning permission (reference P90/W0465) granted in 1991, planning permission will not necessarily be renewed where the proposed devleopment is not in accordance with development plan policies (COLP Policy G4, SOLP Policy G18) and the principal building to be replaced is now incapable of continued business use or restoration.
