Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That no development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a schedule of all new materials for the external walls and roofs. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site, including the landscaping of the new access, along the proposed new road and the area surrounding the barns, the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings. That no development, including the insertion of any rooflights in any roof slope, shall be carried out on the site unless an application for planning permission in that behalf is first submitted to and approved in writing by the Local Planning Authority and this condition shall apply notwithstanding the provisions of the Town and Country Planning General Development Order 1995 or any statutory modification or re-enactment thereof. That no television aerials or soil vent pipes shall be affixed to, or project from the roofs or walls of the building without the prior consent of the Local Planning Authority. Reason: To safeguard the architectural and historic character and appearance of the lsited building. That all external timberwork including window and door frames, shall be stained dark brown/black and thereafter be so maintained to ensure a uniformity of external appearance. Reason: To ensure that the details of the development are satisfactory. That except as shown on the approved plans or as may be amended with the Local Planning Authority, no works of alteration or demolition affecting the existing timber framework or structural fabric shall be undertaken. Reason: In order to ensure that the fabric of the building is retained and because planning permission is only granted for residential development to secure the retention of the existing building. The site should be served by only one new access to the A4074 which shall be designed and constructed to the satisfaction of the Local Planning Authority. Reason: In the interest of highway safety and convenience. That the new access shall be completed and made available for use prior to the commencement of any other development to which this permission relates. Reason: In the interest of highway safety and convenience. That immediately on completion of the new access the existing access shall be permanently closed by the planting of a hedge in accordance with a scheme to be approved by the Local Planning Authority in writing under the provisions of Condition 3 above. Reason: In the interest of highway safety and convenience. That no development shall take place until a professionally competent archaeological organisation, as approved in writing by the Local Planning Authority, has been commissioned to carry out a full watching brief and a photographic record during the period of construction works. The watching brief shall preserve by record any archaeological features which may arise in the course of works and shall including limited archaeological excavation where necessary and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance.
