submitted to and approved in writing by the Local Planning Authority
before any works commence.
 
Reason: To safeguard the architectural and historic character and
        appearance of the listed building.
That lime mortar shall be used for the rebuilding of the wall in all
respects to the satisfaction of the Local Planning Authority.
