The proposal would be contrary to the provisions of the adopted Rural Areas Local Plan (1992) and the approved South Oxfordshire Local Plan (1993) which seek to ensure that development within Conservation Areas will preserve or enhance the character of the area and will be of an appropriate design and scale (RALP CON1, CON2, SOLP CON8, CON10). Extensions to dwellings will normally be permitted provided that the amenity of occupants of nearby properties is not harmed and the scale and design of the proposal is in keeping with the character of the dwelling and the appearance of the surrounding area (RALP G5, SOLP H12). In this case having regard to the size and height of the dormer windows the proposal represents an unacceptable form of development which would be detrimental to the residential amenities of the occupants of Riverbank Cottage and to the character of the existing dwelling and of the Goring-on-Thames Conservation Area.
