That the development would be contrary to the provisions of the adopted Wallingford Local Plan and the approved South Oxfordshire Local Plan. Within town centres the Council will seek to retain residential accommodation in order to reduce pressure for further land releases and to retain a variety of land uses within the town centres of the District. (WLP Policy H6, SOLP Policy H9). In this case, the development involves the loss of a viable unit of residential accommodation, with a separate access, garden and garaging space, which would detract from the character of the town centre.
