That having regard to the number, size and prominence of the proposed rooflights on the southern elevation and the design details of the proposed first floor window on the eastern elevation of the former chapel, the proposal represents an inappropriate and prominent form of development, particularly when viewed from the rear which will become the main entrance to the building. As such the development would be out of keeping with the character of the existing building and surrounding area to the detriment of the character and appearance of this part of the Wallingford Conservation Area, contrary to policies CON6 and CON7 of the adopted Wallingford Local Plan (1990) and CON8 and CON10 of the approved South Oxfordshire Local Plan (1993).
