That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That this permission is granted as a renewal of the earlier conditional planning permission granted on 16 April 1992 under application reference P92/S0067 and the development shall be carried out strictly in accordance with the description, plans and specifications contained in application reference P92/S0067 and subject to the conditions hereby imposed. Reason: As the application seeks renewal of the earlier conditional planning permission and is not accompanied by detailed plans and specifications. That the materials to be used for the external walls and roof shall be of the same colour, type and texture as those used on the existing building. Reason: To ensure that the details of the development are satisfactory.
